Asset management systems that were used to identify problematic levels of rail creep did not evaluate nor assess cumulative creep.
The proactive safety action taken addresses the safety issue.
V/Line advised that it has updated the network standard for the inspection and assessment of lateral stability to include rules for the assessment of cumulative rail creep. It has also applied those rules in algorithms within the asset management system for the accurate assessment and generation of remediation work orders for cumulative creep. Creep history not included in the new asset management system was also reviewed.
As of June 2017, V/Line had completed the documenting of cumulative creep for its network.
