Safety Issue

Jeppesen instrument approach charts depicted coloured contours
on the plan-view of approach charts based on the maximum height of
terrain relative to the airfield only, rather than also considering
terrain that increases the final approach or missed approach
procedure gradient to be steeper than the optimum. Jeppesen
instrument approach charts did not depict the terrain profile on
the profile-view although the segment minimum safe altitudes were
depicted.

Safety Recommendation

The Australian Transport Safety Bureau recommends that Jeppesen
Sanderson Inc. address this safety issue.

Jeppesen Sanderson Inc. has informed the ATSB that it is
revising all Jeppesen Lockhart River instrument approach charts as
recommended to add contour lines in the plan-view diagrams. The
charts will be issued in the June 15, 2007 revision. Jeppesen is
also considering other possible chart enhancements to address this
safety issue.

Jeppesen has revised the Lockhart River, Queensland RNAV (GNSS)
Rwy 12, RNAV (GNSS) Rwy 30, and NDB Rwy 30 approach charts in June
2007 to add terrain contours in response to this Recommendation.
Jeppesen also will revise chart specifications to show terrain
contours on approach charts according ICAO Annex 4 criteria when
the descent gradient (or computed VNAV angle) in the final approach
segment of an instrument approach is steeper than normal.
