The Bureau of Air Safety Investigation recommends that the Civil
Aviation Safety Authority:



i) more appropriately define the minimum flight experience
requirements for a chief pilot applicant of an organisation engaged
in the carriage of fare-paying passengers, by clearly defining the
relevance of particular types of experience to the nature of the
operation; and



(ii) develop a process to assess the ability of a chief pilot
applicant to administer and manage regulatory and safety
compliance.

With respect to the recommendation R19980277, and to the
findings of the above report:



Recommendation (i) ... "that CASA more appropriately define the
minimum flight experience requirements for a chief pilot
applicant..." The Civil Aviation Safety Authority's is that ACOM
Vol 2 and CAO 82 appendix 1 adequately define and amplify the
requirements for the experience levels of a chief pilot.



Recommendation (ii) ... "that CASA develop a process to assess the
ability of a chief pilot applicant to administer and manage
rregulatory and safety compliance". CASA agrees with the
recommendation which suggests development of a process to assess
the ability of a chief pilot applicant to administer and manage
regulatory and safety compliance. Amendment to the AOCM is
appropriate to more adequately address system safety
management.
