See report B98/90 - 'Systemic investigation into factors
underlying air safety occurrences in Sydney Terminal Area
airspace'.

The Bureau of Air Safety Investigation recommends that the Civil
Aviation Safety Authority and Airservices Australia review their
current relationship in order that both agencies have a clear and
uniform understanding and expectation of each other's roles and
responsibilities.

Airservices and CASA have re-established regular meetings at CEO
level to provide an avenue for the review of significant issues and
to ensure improved coordination on safety at the highest
level.



A joint working group is also developing new regulations foir ATS
providers and the memorandum of understanding between Airservices
and CASA will be reviewed.

The Bureau wrote to Airservices Australia on 4 January 1999 as
follows:



Given that this issue has been the subject of further discussion
arising from the investigation from the Class G airspace trial, the
Bureau will await further developments in relation to this
recommendation.

DSS is currently working with the Civil Aviation Safety
Authority in reviewing the current Memorandum of Understanding and
that a greater understanding of the roles and responsibilities of
Airservices Australia the Civil Aviation Safety Authority in
relation to each other is evolving.



Airservices' and CASA's senior management have met and
re-established a program of formal and informal meetings aimed at
strengthening their mutual relationships and defining their
respective roles and responsibilities. To a large extent
finalisation of these roles is dependent upon formal advice from
the Minister. This advice is expected in the near future.

The following correspondence was forwarded to Airservices
Australia on 17 December 1999:



In light of the Charter letters recently released by the Honourable
John Anderson MP, to the Civil Aviation Safety Authority and
Airservices Australia, in addition to the 'Hawke report', the
Bureau considers that this matter has been adequately addressed.
The Bureau will monitor the application of these Charters and the
progress and implementation of the Memorandum of Understanding
between the two organisations.
