The manual of Air Traffic Services (MATS) details separation
standards to be applied for situations where intersecting runways
are in use (MATS 6-3-4/5/6 paragraphs 23, 27 and 35) and where
there are intersecting approach paths (MATS 6-3-6 paragraph 36).
However, there is no standard described for those situations where
the approach/departure path of one runway intersects the area
between the two thresholds of another runway. This can lead to
uncertainty as to the correct standard to be used. This uncertainty
becomes more relevant when the two runways are in close proximity
and the runway strips do not infringe each other. There are 12
locations in Australia which have control towers and similar runway
configurations.

The Bureau of Air Safety Investigation recommends that
Airservices Australia and the Civil Aviation Safety Authority
(CASA) review the application of separation standards for all
controlled aerodromes with intersecting approach/departure paths
and runways. The review should ensure that there is no uncertainty
in the application of separation standards.

refer to your letter of 30 June enclosing Occurrence Brief 9603211 generating Recommendation R970067. In response Airservices will seek a review, in conjunction with CASA, of the separation standards applicable to runways with intersecting approach and departure paths. On completion of the review, BASI will be advised of any outcomes.
