The Bureau of Air Safety Investigation recommends that all
Australian airlines introduce a company requirement for passengers
to wear seat belts at all times when seated.



In addition, as a result of the investigation into the above safety
deficiency, the Bureau simultaneously issues interim recommendation
IR980222 to the Civil Aviation Safety Authority:



"The Bureau of Air Safety Investigation recommends that the Civil
Aviation Safety Authority develop a regulatory requirement for
passengers to wear seat belts at all times when seated".

Shortly after the event the company issued an Operational
Instruction to amend the Flight Operations Policy and Procedures
Manual. The instruction required an in-flight announcement to be
made on each sector to reflect the company policy "that if the
FASTEN SEATBELT sign has been switched OFF and passengers do not
have to move about the cabin, they are required to keep their
seatbelts fastened at all times when seated".



I believe that the instruction to our crews complies with the
intent of your recommendation.
