The reporter expressed a safety concern regarding the selection of duty runway at Perth Airport. The reporter stated that when the aircraft departed, the duty runways were runway 03 and runway 06. The aircraft returned to Perth approximately two hours later and in that time the runway direction had been changed to runway 21; runway 23 was not available due to the tailwind component. The wind was reported on the ATIS as 120/05; the threshold wind was reported as 090/05 and the windsock near the runway 21 threshold was showing greater than 5 knots from 060. The actual tailwind on final for runway 21 was 10 knots until 200 feet, which is the maximum allowable for most jet aircraft.
The reporter wonders why, at a peak period during the day, the duty runway was changed from a two runway situation with a head wind to a single duty runway with a tailwind.
