It was likely that the Aztec pilot became distracted while
attempting to identify the engine problem and did not maintain the
aircraft's track clear of the control zone. The pilot's ability to
navigate was probably constrained by the fluctuating in-flight
visibility, his unfamiliarity with the Aztec's systems and stress
due to the situation.

The proximity of the Sydney and Bankstown control zones required
pilots of aircraft operating at the latter airport to be
particularly attentive to maintaining track and altitude to reduce
the possibility of inadvertently entering the Sydney control. The
operation of the aircraft's transponder and radar surveillance of
the control zone by the Sydney controllers were active defences for
the airspace system.
